I have a roommate who is using my Wi-Fi network and downloading large videos and slowing down my connection.
Is there a way to limit the download size he can do on his laptop using my Wi-Fi connection ?

Your WiFi router?
Some higher end models have the ability to manage traffic, but most home routers do not.

Look for a router with Advanced QoS and then check the vendor's web site for the manual to see if the device supports the ability to prioritize by MAC address.
Here's one:

You can set a low priority for a specific device MAC address (your roommate's computer) and a high priority for your MAC address.
