Recently I've been getting a dialog that pops up shortly after I boot up, but not every time, asking me if I want to allow Microsoft's Service Control Manager Configuration Tool to open. I've been clicking on the OK button, but I don't know what this is or what it does. Does any CH member know anything about this?

What Operating System is this on Gerry ? It's not something I've seen, what happens if you don't click does it stay or does it disappear after a few minutes ?
Have you run your security software to make sure your machine is clean ?

I'm running Windows 8.1, Joan. It stays if I don't click OK, and yes, I run MalwareBytes daily. See my response to Steve Boots below.

My Garmin GPS device updater. I don't need that running in the BG, so I've disabled it and that should solve my mysterious dialog box popping up. Thanks for the assistance.
