As far as I can tell this is limited to the US and only affects AT&T customers who made an insurance claim for a refurbished cell phone that was then supplied by "FedEx Supply Chain" (?)...

Disclaimer: I own a Note 4 and recently replaced the battery, bought directly from Samsung because unlike my previous non-Note phones I simply don't trust non-OEM batteries in any Galaxy Note phone.
