Since my upstairs PC updated to Win 10 V1607 - build 14393.321 it has started to NOT shutdown. Instead it starts the process as the monitor goes dark but the tower never shuts down and the monitor comes back on with the logon screen. The only way to shutdown is to hit the reset button and then after it reboots I can then shutdown the computer. My downstairs PC just updated to the same V1607 a couple days ago. So far that machine has shown no similar issues. What can be causing the loop preventing my machine from shutting down? Has there been any chatter about this glitch in the MS forum?

I haven't been active in the Microsoft forums, Terry, but I haven't seen this one for awhile. First thing I would do is unplug everything connected to your machine other than monitor, keyboard and mouse and see if it shuts down. If you're on Ethernet, I'd unplug that too. Of course, if it then shuts down, add those things back one at a time and see what the problematic device is. This is just a first step.

When you shut down to disconnect everything, as Patty advised, it would not hurt to also disconnect the power and hit the power button a few times to totally discharge residual power kept by the mother board.

You're suggesting for me to unplug these items while the machine is looping between shutting down and the logon screen? Interesting.

No, I didn't suggest anything. I would normally uplug them before I hit shutdown. That means any USB devices would have to use Safely Remove. Some other devices perhaps the same.

I miss understood you or misread what you wrote Patty. I'll try that the next time I see that problem. It may be couple days before I use that computer. I will post again after I try your suggestion. Thank you.

Update to this problem.
The machine still locks into on position about 70% of the time. When shutdown is selected it runs through the process but stays running and the monitor shows the logon screen. It's like logging on after I power on the machine. I haven't figured out what is preventing the log off/shut down process to complete. If I press the reset button on my tower case the computer reboots and then allows me to shut down without logging on. There is only a Seagate external HDD (USB) plugged in for backups.

Unplug all USB devices and try again. (Except mouse and keyboard, if USB.)
